Typically, there is help. Most homeless on the streets have places to go, but it requires they stop drinking. The mentally ill that belong in hospitals, don't want to be in a hospital, and aren't taking their medications. Give money to a pan handler and you'll help them buy their next drink. Vote for sound social policies and safety nets. Contribute to well known and reviewed charities, so they can they find the most effective means of helping. The kid should be in school, so that's a truancy issue. Schools in my state provide free breakfast and lunch for all students, so that helps. See it, acknowledge it, and make good choices, but don't expect to help the individuals on a personal level. Unless you want to volunteer at a charity, that isn't how it works.
