Apparently the *less aggressive*, *less fearful*, and *somewhat smarter* (not to say lazier or less successful as hunter) wolves approached human encampments to find something to eat and we humans encouraged them to hang around because they offered a degree of protection against other predators and humans. In other words, it was transactional and, in this case, wonderfully beneficial to both sides. These are not typical suburban homes, but rather "allotment gardens" with small summer cottages used by city dwellers for gardening and a retreat from urban life.
It looks cute, but regular square plots take up less room and can also have hedges and gardens...

Sugar beets liquid is more expensive than salty brine used to salt roads, it's to melt the ice and snow. The beet liquid isn't that red, and just like salt, it does melt and get into groundwater, causing minimal damage. This is the reason beet liquid was tried initially, as road salting has negative effects on groundwater.
