Well, you have to remember that this is the scene where he sits on that bench to decide whether to take the MIB job, starting in the the afternoon/early evening, over the entire night, and on into the next morning. So my guess is that it was getting the shot with all the changes in the lighting looking as smooth and natural as possible that necessitated all the equipment.,

Filming outdoor can be difficult because of changes in sunlight, clouds, weather. (Not to mention, if they need to film a scene in different days)
LOL at the crowd of gawkers. "I SAW WILL SMITH!" "cool, what was he doing?" "SITTING ON A BENCH! And the next day I sat on the SAME bench!" "gee, um, how nice for you". -- TBH though I would probably watch as well. I don't go ga-ga over famous people but I do take interest in how things are done behind the scenes.
So the white screens I assume reflect the light towards him. What are the dark screens for?
from right to left, the green one cut out half the light, the next top one is doing a similar, to balance the light from the right of his face. The black one, known as a 'solid' is a negative fill to shape his face and the white one is called fill, it balances the light from the other sides. The big black one at the left is most likely a shade for the camera team. As we spend a lot of time in the sun.
This is why I don't understand why actors get so much recognition. Is it just because they're the ones the audience sees?

I'm not a film buff but I loved these. Just one point. If you put so much effort into filming sitting on a park bench, then at least you can bring along some cheap mattresses for the actors to sleep on.
