Never tips on principle is the problem, because I also don't tip unless I get better than average service (in Europe, where the pay is not dependent on tips). If the person has done well, I reward them. I wouldn't withhold tips from someone who does a decent job AND they rely on tips.
Do you tip your postie and your bus driver and the local road sweeper and your librarian and the supermarket cashier and the people who fix your roads and those who keep your sewers working?
