Not everything is down to mental health, some streets just have those kinds of neighbours that do not care about anyone else.

Hoarding is almost impossible to cure. When it gets bad enough to be a public nuisance (which this one definitely is), the local council can take legal steps to have the place forcibly cleared -- but that takes time and effort, since the owner will be fighting them every step of the way. It can take a year or more to exhaust all appeals and enforce the order. And then as soon as the place is empty, the owner will start filling it up again.

Problem is mental health is like addiction in that you can't help them unless they want to accept the help. Only thing you can absolutely do to solve this problem is go in & chuck everything, but hoarders will replace it, sometimes several fold, if they weren't ready to part with it.

In my neighborhood, I don't bother the neighbors I know are heavily armed.

In my city, the number of people I see who use strollers to just haul their stuff is crazy.. mostly homeless and/or panhandlers. They just use them to keep and haul their things. Places around here have cracked down on shopping cart thefts so, next best thing I guess? Idk.

Some kind soul should remove all the muck. I'm sure the cows would appreciate it.
