In his article for BBC Science, Dr. Burnett explained that it all comes down to social status and how we want others to perceive us. One way to improve that status is to see someone else lower theirs.

Dr. Burnett clarified that schadenfreude typically only happens when we see someone “deserve it.” We tend not to enjoy the misfortunes of likable people because of another brain tendency he referred to as the “Just World” bias.
“Our brains have evolved to assume that the world is a fair place, even if the actual evidence for this doesn’t stack up,” Dr. Burnett wrote, adding that our brains also positively respond to perceived fairness, like how they do to raised social status.

I read the comments on Reddit on this and agree that this woman has no idea what is actually going on and could cause serious trouble. I hate flying and had to fly by myself for work and did not want to go. Plus both my dad and husband's dad were sick at the time. I got seated next to a decent looking guy close to my age, 30s, and we made small talk, he was heading to chicago business too and used to work with someone really nice that i did. he was drinking bears and me lots of wine and he helped me not be so nervous. IIRC he was single but it was not flirty. Just 2 people k*****g time and drinking. I told my husband all about him because he was so worried about me because I cried the entire way to the airport. My seatmates home not so great but i wasn't as nervous heading to the airport to go home. She should have minded her business.

So, I just did some research on this because it sounds so horrific. It turns out that all the same restrictions apply equally to all Israelis and Palestinians. These restrictions are part of the Oslo peace agreement, so the Palestinian government agreed to the program. Individuals, whether Palestinian or Israeli, *are* permitted to collect rainwater in buckets on their own property. However, the construction of rainwater collection apparatuses (more complex than buckets) requires a permit *for anyone*. This is because large scale water collection disrupts local agriculture, both in the Palestinian Territories and in Israel.
