Some would argue that a shaved head is far from the same thing as going bald. Especially if you’re one of the popular celebrities because a large chunk of stars tends to often undergo drastic hair makeovers: they dye their hair, they add extensions, they curl it, etc. Eventually, the only novel thing left to do when talking about celebrity hairstyles is to shave it off.

To my opinion, she's one of the few women in this list that doesn't look good with really short / no hair. Not everybody has the face for it, and long hair suits her better.
I recall the news reported she did this impulsively, in a moment of deep desperation (she had/has a mental illness) the moment after she was harassed, or something like that. As she ran away for her safety, she went straight into a hairdresser's shop and demanded a shave. The hairdresser hesitated, so Britney took the razor/hair cutting tool and started doing it herself. Then the hairdresser intervened and let her have her head shaved properly. Now, that's what the news reported back then in my country. Don't know what it's true and what is sensationalist, but it's all very plausible, I think.
