In Australia legislation includes a duty of care chain of responsibility. You can be personally fined up to $10,000 dollars and your company fined many hundreds of thousands of dollars for being a participant in creating and allowing unsafe loading. I hope you are not I Australia, having worked in logistics for over 25 years I am still surprised at how many staff and even high level management don't know this. There was a fatality due to an improperly loaded huge paper roll from a paper mill many years ago that rolled off the back of a truck and crushed the car and driver behind it, so at least in our country something was done to make people accountable....even the client, if they fail to accept the costs of proper equipment and loading and pressure a cheap unsafe solution on the contracted warehousing or transport company can be prosecuted, they also can be charged if they are found to have turned a blind eye to unsafe practises by 3rd party contractors to save costs.

The guy who works in the yard loading trucks up via bobcats, and the other bigger bobcats that i've temporarily misplaced the word for, is not responsible for leaving his place of work (95% of the time the cab of various sizes of bobcats); to go and do the truck driver's job. The truck driver is the one who is going to be driving on the road, they are the one who should ALWAYS be checking to see if it's secure, whether someone else has told them it's fine, or not. I know this seems completely obvious, but given other responses, I'm starting to think that perhaps it isn't. I apologise for calling everything bobcats, but it seemed mildly better than the bigger version of the Diggy things that they used to have in public sandpits...

how would it be "leaving his place of work" to make sure things are loaded properly if loading trucks is one's job? how is the truck driver meant to adjust a poorly loaded truck without heavy machinery, if that's what it requires to load things at all? the guy who loads up trucks is responsible for how he loads up trucks. the driver is responsible for double-checking before he drives, but if his check finds a problem, it means the loader f****d up his job of loading. you yourself said the driver CHECKS the load. he CHECKS to make sure the loader isnt endangering people. the loader is the one who makes sure the load is safe & ready for the driver. the driver is the one who does a final check & then makes sure the load gets there safely once on the road.
