This would be correct. The holiday later called Christmas was already being celebrated more than one thousand years before the birth of Jesus. And yes, at some point before his birth people started using a decorated tree during this celebration. His birth (although nobody knows his actual date of birth) was added to the holiday by Roman Pagans who were forced to join the official state church.

Alexander Hislop's book The Two Babylons explores many historical sources showing that the holiday precedes Christ by at least 2,000 years, as earlier mentioned (1957, pp. 97-98).
