She's Kyary Pamyu Pamyu, a singer/actress/celeb in Japan. When thinking of her personality, she's like a young Madonna/Lady Gaga/Bjork wrapped in one kawaii package. This was probably for one of her trippy music videos or performances. Some of you need to get out more, not everyone in Japan is a walking caricature. People there like to have fun like the rest of us. This is like people judging you based on a Halloween pic you took.

Annoying teenager slang. You could use it in place of phrases like, "Hey guys, how's it going?" And instead say, "Hey fam how's it going?". It's definitely not my choice of slang, but being middle school teacher, I have to keep up on the latest stuff.
