It would be some kind of wonderful utopian society if only 1% were disabled, so either I misunderstood your comment or your source is a bit wonky. There are more than 16 million disabled people in the UK, and together, they make up a whopping 24% of the population. I can't think of a reason to suspect that any other nation would be much different. Source: UK Government
