Since this was phrased “highest” this answer is actually technically incorrect. The correct answer, surprisingly is actually Mount Chimborazo in Ecuador. Why? Because the Earth bulges at the equator (the earth is a spheroid, not a perfect sphere), so this mountain is technically closer to the Sun than any other mountain on the globe, though Mount Everest remains highest by sea level measurement.

Answer: Yes, they can cross in exactly 15 minutes. The group of four must follow these three steps. First, A and B cross the bridge and A brings the light back. This takes 3 minutes. Next, C and D cross and B brings the light back. This takes another 10 minutes. Finally, A and B cross again. This takes another 2 minutes.
