Operational in what sense? You could do it on the ground as a theme hotel, but the shape doesn't work for flying in atmosphere. (They designed it that way on purpose, and invented the transporter beam, so they wouldn't have to blow their special effects budget landing the ship every week. Gene Roddenberry was a pilot, so he had some knowledge of aerodynamics.) I have no idea whether it's possible to keep something that shape in orbit, but even if it is, you have to get it up there somehow.

It's a different model. The tips of the warp nacelles are clear instead of red, the bridge is a slightly different shape, and there are additional windows on the saucer section.

You were downvoted. But that was my initial thought as well. And maybe rightly so, since a new CG model, built from caliper measurements of the original eleven-foot physical model, was created for use in the remastered and recreated version of The Original Series. So it is indeed possible.
