And how exactly would you propose people "tend to their own rubbish", when there's literally nowhere to take said rubbish? Maybe some smaller towns/areas still have open air dumps. But most bigger cities have outlawed them, in favor of communal landfills where trash is buried with heavy machinery in lined pits, to try to cut down on chemicals and things leaching into the soil. You can't drive your own trash to a landfill. You can't even enter a landfill, unless you work there, for obvious safety and insurance reasons. So if your city's trash isn't being picked up, where would you take it? You can't take it to your neighbor's, because their trash isn't being picked up, either. You can't even take it to a dumpster at a fast food place or something, because theirs isn't being picked up either. No one's is. Neither is recycling. There's NOWHERE to take ANYTHING. And there's only so much you can compost-plus that's simply not an option for everyone. So it piles up. The garbage collectors knew this. They knew exactly how important they are. And they knew exactly what would happen if they went on strike. That's exactly why they did it. That's how you force a change. By showing the people in charge exactly how much they, and everyone else, really rely on you. And exactly how much they stand to lose, if they mistreat you. Besides, as someone else said, if everyone had taken their own trash, and cleaned up on their own (assuming they had a place to take said trash) the strike would've been in vain. It might have been gross in the short run. But it improved things in the long run. And that was exactly the goal.
