I am Finnish. And I have never heard of this. We do have homelessness and our mental health support system is flawed.
I'm Finnish too and have never seen a homeless person who actually sleeps in the streets. The homelessness here is more like being temporarily without a home/adress and sleeping in friends couches. (And yes, I live in one of the bigger cities and have visited the capital many times). Our mental system is flawed, that's true, but I shouldn't complain in that either because I was diagnosed while I was a pre-teen and mental support for underage is free and quite good. Mental support for adults is a bit harder to get and more expensive, but compared to many other places it's still decent.

Alcohol/Substance addiction does not account for the majority of homelessness. Finland has better care for their citizens than many countries. Just take the pandemic for instance, soooooo many people homeless because they lost their jobs completely, or just for too long in the USA. Many people here are 1 bad month away from homelessness at any given time. It's quite the pandemic no one wants to talk about.
This is what we could’ve done when Reagan closed down the mental health facilities back in the eighties, which is when the homeless population skyrocketed. The key to it, though, is to never cut the funding for the program, which is what politicians love to do. They see it finally working, and figure the problem is fixed and we don’t need to fund it anymore—-and that’s when it only gets worse. It has to be a forever project, until we can come up with an effective and safe alternative.

In the USA, the main problem with getting homeless people the help they need there are two main issues. The first is that most Americans think all homeless people are just d**g addicts or mentally ill and can't fit into society, or they are there by choice. So no one wants to spend any money of them. The second, is that we need to address the housing issue in America, and no politician will ever take on property owners to regulate the housing industry. It's just not in their interests. The more value property has, the more tax revenue they generate. The homeless issue in the USA is only getting worse. Right now, roughly 53% of homeless people in the USA have jobs, and that number is only increasing due to stagnant wages and ever-increasing housing costs.
Politicians are properly owners as well. It's really of how the 99% marginalize the 1%. It's unfortunate buts the mindset of modern day capitalism. I'm not advocating socialism or communism. But dang, we need to learn about if our politicians are receiving money from corporations and interest groups that don't align with your values. Values may change over time and I believe we can do better at electing leaders who better represent us in action not fancy speeches. This was a really great story. According to the last updates (this happens in 2013, last update news article was 2020), this whole ordeal not only helped him become not homeless anymore, but he also found a job and then reconnected with his long lost family who had been searching for him. (they recognized him from a TV interview and track them down).

It's kind of like the concept of bullet trains. As the part of the wheel that is in contact with the rail decreases in size, its top speed increases because there is less friction. As the number of toes decreases, it results in less surface area contact with the ground and therefore less friction (= more speed). Think of all the people who are victims of domestic abuse, who are forced to stay married, because they know that being placed in a room together AFTER your spouse has found out you want a divorce, means you will end up getting murdered. And all the people with possessive but not yet physically abusive partners, they know that being in a room together for 2 weeks after saying you want a divorce, means you might get beaten/r*ped for 2 weeks.
