One survey found that the majority of Americans are not actually happy with their car service provider, as they feel like issues are overdiagnosed and fixes end up being overcharged.

I want to give her the benefit of the doubt, but this isn't just a danger to her- it's a danger to all the other drivers and cars on the road.
Tires like that are not legal in most places in the US. However, it's also not legal for a private company to decide to impound your property. That's seen as the job of the judicial system. The best the shop can do is get a waiver saying they informed the customer of the issue, and call the cops and report it.
That's not how it goes down. The choice given to the customer is this. You can sign this waiver saying we informed you of the danger and release us from all liability; or, we call the police and give them your tag number.

I've joked about "tires so bald they're shiny" many times, but this is the first time I've seen one.
It's other people on the same roads as her is what I'm worried about, this selfish act could hurt many people.

There were a number of these with a kitten in the car. That happened to my wife a few years ago. She had been out running errands, and heard a kitten in her car when she got home. We could hear it, but couldn't see it. She got to looking around online, and someone suggested going on YouTube, finding a recording of a mother cat calling her kittens, and play it near the car. It worked like a charm. The kitten came right out.
I gotta say I'm surprised by the number of cats being found inside cars. Also bunnies.
It's said that cats like to get onto a warm engine in cold weather.

When I see certain images.... You don't have compulsory technical inspection in the USA?
There are no compulsory annual inspections in my country either. If a car is taken to be serviced, or have tyres changed, and in the opinion of the mechanic, the car is not road-legal then the car can not be driven away. It must either be fixed, or a tow truck called to remove it. If the car is on the roads, it must be road-legal.

My local Jiffy Lube once found a chicken riding on the rear axle of a lifted truck. Truck owner doesn't own chickens.
We live on the Mississippi and had an old bridge. most was replacing the flooring and had all the asphalt off and you'd just be driving on the grid. They were also stopping people on the bridge, I hated that bridge, fear of heights, so I was looking any where except the road. I saw movement and looked down and saw a kitten just walking around and looking over the side. I got out and was holding on my car so I don't fall off the bridge. Really freaked the lady in front of me when I told her not move her car. The kitten came to me and was really oily. He rode the whole way to the vet with his head shoved into my neck, purring. He must have been in/under a car. He got adopted a day later by a woman that had just had to say goodbye to her dog.
I, unknowingly when I was a teenager, started my car with a kitty inside. Kitty didn't make it. Now, I honk my horn in the morning before starting my car.
I can't understand the cars piled with trash. Like, you can't be bothered to throw your own trash away?!?🤬 and then you expect someone else to get in there.?.?.?.Disgusting!
