It is indeed horrifying that there are enough politicians in office who disregard the majority wishes in spite of being elected representatives. The US Federal Food, Drug, and Cosmetics Act of 1938 prohibits confectionary products to contain a “non-nutritive object” like the toy or trinket in the Kinder egg. Kinder eggs may not be imported into the US and will be confiscated and destroyed. The traveler with Kinder eggs may also be allowed to take them back to Canada.

I believe it's illegal to put a toy in a chocolate candy in the USA (unlike every other country in the world). But years later Kinder changed their design that now separates the chocolate so the toy isn't encapsulated. I'm not 100% sure, but I believe that's the gist of the story. They included print, video, and radio ads and the audience responded vocally, especially to evil companies. But then some Hollywood types bought the broadcast rights and started showing them on TV. But of course they only showed the 'nice' video ones, none of the others that gave the whole thing substance. It lasted 2-3 seasons before they pulled the plug and it was never presented again.
