Yeah, why not? Reptiles get cold too, not only us mammals. Looks like a walking sock, though.
A sweater works by helping keep your body heat in. Since a snake does not produce body heat, the sweater would not keep the snake warm except maybe to protect it from direct contact with cold surfaces. I don't think it's practical for keeping it warm, but it is cute.

Animals have been given blankets etc to warm them for years. It's just that blankets that didn't really fit that well transformed into sweaters, better designed to stay on as they frolic. The penguins for instance are given the sweaters to stop them dying after being injured during oil spills (the oil prevents their feathers from being water proof which exposes them to the cold).

I hate when people keep wild animals as pets, here in Germany it´s illegal, Justin Bieber´s monkey´s been confiscated at the Frankfurt Airport a few years ago and sent to a Berlin zoo instead....
