OSHA has a lot of rules. I have an MS in Occupational Safety. I am also a certified forklift trainer. Want to know how i became one? Watched a video and took a 10 minute multiple choice test. How many forklifts have I driven? Zero. I have read 29CFR1926 and 29CFR1910 too many times (safety standards) and if everyone followed every single rule all the time? Nothing would ever get done. Also doesn't help that with the number of OSHA inspectors in CA, it would take them 900 years to audit every single business (figures from 2012 when I was in school.)
