The homeowners associations (HOAs) were initially established to help run and manage neighborhoods. However, with time they became more and more thirsty for power, imposing the most unbelievably petty rules. As you can imagine, this started causing quite an inconvenience for residents, so they began exposing them online, sharing the most absurd examples of HOAs in action.

We at Bored Panda have once again gathered a whole list of them just to show how annoying they can get. Scroll down to find them, and don’t forget to share your own (horror) stories below.

While you're at it, make sure to check out a conversation with Jeremy Smith, real estate advisor at Engel & Völkers Atlanta, who kindly agreed to tell us more about HOAs.

It's like back in the 50s when they weren't allowed to show a toilet on TV. That's a real thing BTW. Leave it to Beaver was the first to show part of a toilet, just the tank, and ALL in the Family was teh first to have an actual flush in 1971.

HOAs usually are non-profit, self-governing organizations that implement rules for homeowners and renters living in close-knit communities. Their main role is to protect property value by ensuring that no unsightly views decrease the curb appeal of a neighborhood.

For instance, they can restrict paint colors, lawn maintenance, and even the cars parked in driveways to maintain an overall visually pleasing appearance.

"In general, I believe homeowner associations (HOAs) benefit neighborhoods by preserving their integrity and maintaining a clean, cohesive aesthetic," Jeremy Smith, real estate advisor at Engel & Völkers Atlanta, told Bored Panda.

"Without community guidelines, neighborhoods and condominiums can start to look inconsistent, as individual design choices may not align with broader appeal. HOAs help protect property values by ensuring uniformity and upkeep—when everything is mismatched, values tend to decline."

The Kids In My Complex Have Gone To War With The Karens

The Kids In My Complex Have Gone To War With The Karens

I live in a large complex with expansive green spaces surrounded by walkways. Our HOA isn’t as restrictive as most, which is generally a good thing. Many kids live here, and they love drawing on the walkways with chalk.

Most residents are fine with this, except for a number of Karens who take issue with the drawings. Someone even brought it up at a board meeting, and predictably, the HOA decided to try to ban chalk art.

This decision has turned our community Facebook group into a battleground. The naysayers claim the kids are ruining the aesthetic of the complex, while others are baffled by their negativity.

Amidst the adult arguments at board meetings and online, the kids have responded by creating even more chalk art. They've even adopted a caricature of a piece of chalk as their symbol, which is my favorite part.

My favorite part is the kids “somehow” figured out the area where the complainers live and have turned it into Louvre of chalk art. Not only that but one kid is signing his work! I’ve added some of my favorite pieces.

Look. I'm going to be the first to admit that if I had the money for it, I would have a social media worthy house. It's my thing. I love organising and curating a look. But even I take my dog's needs (and safety) into consideration and if I had a family, I hope I would be a decent enough person to not to ruin everyone's lives by enforcing my aesthetic over every square inch of our *shared* house. Yes, it's nice to have a cohesive look in the neighbourhood (which is why I imagine HOAs exist). But to ban chalk art is plain ridiculous.

I don't get the issue with chalk drawings (unless they're porn, have bad words, etc.). Sometimes they improve one's day. My husband came home from work laughing at what some little girls had written: "Boys are icky and they smell bad." I don't know if any male egos were harmed in the making of that chalk statement, but he thought it was a hoot. 😆

However, to some, letting other people decide what they can and can’t do with their own property sounds absurd.

"Many people dislike HOAs because of the rules," said Smith. "However, these rules exist to maintain a certain standard, which is ultimately beneficial. Issues like parking violations and other infractions arise when people break the rules. Often, those who are most frustrated with HOAs are the ones who fail to adhere to the guidelines. If someone is opposed to an HOA’s structure, they should have researched the community thoroughly before moving in."

Vp Of My Hoa (Fl) Called The Cops On Me For My Halloween Decorations

Vp Of My Hoa (Fl) Called The Cops On Me For My Halloween Decorations

After hearing about my Halloween display, the vice president and his lovely wife stopped by my home to take pictures, in order to go to the police station and file a complaint against me and my decorations.

I did a records request and got a copy of the body cam video from the officer that was taking the complaint, and he and his wife called my husband and I “sick, and possibly dangerous” LOL!!! He was very self-assured in the video, and I’m certain he thought that the officer would tell me to take my decorations down. Needless to say, I broke the laws, and the decorations remained until the day after Halloween.

I am currently working on my Christmas theme, which will be the Grinch that stole Christmas. Trying to find ways to incorporate the HOA, and the grinch when he stole all the Christmas presents.

I got a complaint from my old HOA about my house not having visible house numbers. They were kind enough to include a picture for evidence, which CLEARLY showed my brand-new house numbers right on the side of the house. When we moved out of state, no HOA was one of the top things on our "must have" list.

Maybe they actually thought you WERE a weed!? They could be dangerous!

Despite some people disliking the concept of HOAs, nowadays they’re becoming more and more hard to avoid.

According to the U.S. Census Bureau, 84% of newly built, single-family homes sold in 2022 were part of homeowners associations. “In most southern states and western states, it’s nearly impossible for a homebuyer to locate a single-family home that’s not part of some sort of HOA,” said Deborah Goonan, administrator of the blog Independent American Communities. “Certain local governments require almost all new construction to have an HOA.”

I see it as a sad story about a colourblind HOA worker. I would write an answer, something like "thank you for your good observation, but I don't need any valentine decorations. I completely agree with the proper time for specific decor as I am happy to put the Ukrainian coloured heart down right after "the three days military operation" ends. You can ask the representatives of the Russian federation to stop the conflict and I will be more than happy if it ends soon. Thank you for noticing, I agree it is too long now. So thank you for your support."

    David

Andi, Serious answer - When you purchase a house or condominium, IF there is an HOA it is part of what you legally agree to in the Purchase and Sale Agreement (PSA). HOA fees vary from nothing to (apparently) absurd. HOAs are not all powerful. In theory they serve the residents and the residents can vote out the current HOA president / board if they desire. For my friend's house, there are some reasonable rules about absurd house colors and such, but the use of the fees mainly goes towards maintaining street lights and cleaning the storm water drains. Years ago it was about $150 per YEAR, I think closer to $200 now. Some fancier places have a gated community, full time security guard at gate, workers maintaining the grounds - painting, grounds keeping etc. Those charge more to hire people to do those things. If the $800 / month figure above is accurate, it suggests a pretty fancy community.

Being a part of an HOA, of course, isn’t free. On average, residents pay from $100 to $300, sometimes with fees reaching the thousands mark. The homes themselves are at least 4% or about $13,500 more expensive than non-HOA homes. HOAs justify such sums, saying that they’re preserving property values by maintaining their aesthetic appeal—a claim many are enticed by, as for a lot of people, homes are one of the biggest investments in their lives.

this is a perfect example of HOAs gone bad. The rule is in place because it's unsightly to have derelict cars dying out in the yard, but then terrible Karens try to skew that rule to the 100th degree just to enjoy having power over something in their lives

However, there still are some rules that HOAs can’t enforce. For instance, they can’t take away residents’ right to solar drying. 19 states prohibit these organizations from forbidding homeowners from using a clothesline to dry their clothes. Even though a member of the HOA might see fabrics in the breeze as unorderly, they can’t do anything about it, except if you share your backyard with someone else.

Hoa Flipping Out Over Black House

Hoa Flipping Out Over Black House

My HOA, in Texas, has recently FLIPPED OUT, because we painted our house black. The photo attached isn’t the actual house but it could be. Originally, all of the houses built, in the early 2000’s, were similar pastel colors. Light grey, yellow, blue, etc.. very boring. The CCRs state that to repaint your house you have to submit the color to the architectural control committee (ACC) and that the colors be “harmonious” with the neighborhood or some BS like that. Nothing specifically prohibits any specific color. We followed the rules to the letter, got written approval from the ACC but now the HOA president, Karen, is trying to make us repaint and force the members of the ACC to retract the approval or resign. I say they can kick rocks. What I don’t get is WHY DOES SHE CARE?? It doesn’t impact her in any way and the neighborhood, although outside of this particular HOA, already has tons of black houses. Do they seriously think that forcing every house to look the same will somehow boost property values? I think the opposite. (It’s also worth noting that every house in the HOA has tripled in value over the last 10 years so home value is not even an argument by any stretch).

We’re about to build and our proposed exterior is going to be a grey blue. HOA pres bristled when I said blue cause it “isn’t a color in nature”. I tried really hard not to point at the sky. Mind you, she likes our colors. But wants me to say grey, not blue.

They actually can force the issue. If the OP signed the papers agreeing that they would abide by the bylaws of the HOA, then yeah... the HOA can tell every single person in that neighborhood who is a member of the HOA, what color they can paint their house. In Texas (where OP is) HOA's even have the power to forcibly foreclose on properties of home owners who continually refuse to abide by HOA regulations, or who are refusing to pay HOA levied fines.

You may be right, but OP could pursue an estoppel as well, potentially, since the work WAS previously approved by their ACC and was completed while still approved.

this sometimes happens when you purchase a home in a neighborhood under contruction. when all homes/roads are complete, the responsiblities of the builder become HOA responsiilities. Things like snow plowing, mowing of medians or designated green spaces, etc.

Yes, they can get you evicted. It's usually over unpaid dues and they will take you to court. You can lose your house. I'd get your homeowner documents out and read them carefully to see what they can & can't do. You might also want to talk to a real estate attorney, preferably one who deals with HOAs.

Native plants and satellite dishes are also protected from HOAs’ rigid ruling. No matter how distracting HOA deems these things, they can’t force them to take them down or dig them out. However, it’s important to mention that environmentally friendly plant protection only applies to Texas and California.

So I received an email saying I had an overgrown bush that I needed to take care of in front of my house. I originally wasn’t going to do anything to it because I didn’t feel it was overgrown but I ended up clipping roughly 4 branches from my bush. I received this email a few days after.. "HOAs typically do not have authority over the interior of a home," adds Smith. "Their primary role is to enforce exterior standards and address issues that may affect other property owners’ access or shared spaces."

Despite some HOA members trying to enforce petty rules, being a part of this organization still comes with a lot of perks, like beautiful shared spaces and amenities, safety, and a sense of community. Typically, HOAs can be fair and reasoned with. Only in rare cases do they become overbearing or uncooperative.

1st hire an arborist to come in and inspect the tree. Then you'll have licensed paperwork stating whether the tree is healthy or not. CYA cover your asss

It is not just HOA's that do not understand how trees work. Our county would not let us take down an oak tree in our front yard that had grown large enough that we were worried about it falling on our house during a storm. It was considered a "grand tree" (based on size) that was at least 100 years old. We planted it and while I admit I am old I am not that old. Instead we had to pay to have it topped every couple years ( a couple grand per visit). Our tree guy would do a bit more than the 10% allowed. Well Hurricane Ian decimated it. Several large limbs fell on the corner of the house breaking a couple trusses and putting holes in the siding that let water into the house. Insurance paid for a new roof (old one was less than four years old) and siding as well as new flooring inside the house. They would not cover the $6,000 it cost to remove the tree.

Some state laws also hve tree replacement laws. Maryland’s Roadside Tree Law This law, passed in 1914, regulates and protects roadside trees by ensuring their proper care and protection. Before trimming or removing a roadside tree, you must obtain a Tree Care Permit from the Maryland Department of Natural Resources Forest Service. Any work done on a roadside tree must be performed by a licensed tree care expert. If you perform care without a permit, you will receive a fine or a more severe penalty from the DNR. A permit is also required when underground construction (tunneling, trenching, or boring) impacts a roadsides tree’s roots. We've had new people in the neighborhood who decided to cut down large trees in their yard and end up with big fines because they didn't check the laws.

If after all of this information, belonging to HOA doesn't sound like your cup of tea, Smith says that buyers should take this into account before making a purchase.

"Reviewing board meeting minutes can provide insight into the community’s atmosphere and governance. While HOAs are generally beneficial, there is always the potential for power to be misused, so it’s important to consider both perspectives," he concluded.

Hollywood, Florida. Early 1960's. My parents bought a house in a brand new subdivision. When they moved in there were 3 other houses on the block that had 24 lots. Our house was the only one that had a sidewalk at the time. My mom parked her car with maybe a foot of it extending over the sidewalk. A cop, guess he was bored, drove by and after seeing how she was parked wrote her a ticket for parking on the sidewalk. Not an hoa story but just as petty

If you really want to be petty you can see if they can be sued or charged with damage to your property. In GA criminal damage to property over $500 is a felony [although it may be higher now with inflation]; the cost of a window replacement is likely to be over $500. In their defense they may have not been aware of the glue being so effective.

Yes, they can fine you and possibly take your house. You have to sign that contract when you purchase the house. Unfortunately most neighborhoods built in the last 30ish years in my US state are part of HOAs. Please don’t tell me not to live there because I don’t have too much choice (my state is #2 to Florida on the most homes in HOA communities).

My dad did volunteer for the HOA for a year or two when we moved into a new neighborhood. He thought it would be a good way to meet the neighbors, make sure the community ran smoothly, and genuinely had good intentions. But he is no Karen and the petty things he heard and saw during their meetings just overwhelmed him until he wanted nothing to do with any of them and quit.

I went round and round with a Matoma wasn't gonna pay a damn penny because I was not in violation, every time they change the officer that writes those stupid letters, they start all over again about the holiday lights and I have to tell them again that they are not against the HOA rules.

Your grass is cut a bit short and browning. I'd suggest looking into coloring it, or getting it colored. You can use a mixture of green food dye, and water, to 'paint' your grass to a healthy green, which will last for several weeks. At least until you get the color back. Also, don't cut it that short. You're killing it.

    Is This Normal?

    Is This Normal?

We were warned late last night (too late for anyone to see the emails until this morning) that the HOA were inspecting porches/underneath our back porches and common area. But instead they went on everyone’s front steps and doors as well. Again, fine do what you want because us unit owners know we have no say and the HOA treats us horribly. But an old man peaking in my elderly female neighbors condo doesn’t look right to me. In MA & not sure on all bylaws, but when they tell us at 10pm Monday night to move our cars or will be towed etc. due to inspections of our back porches by 8am Tuesday, they went everywhere. If I wasn’t home all day today, I believe they would have tried to come in and check out the place. I live with a “community” (sent an email to HOA asking for peace for all in the community, just peace but was told this is NOT A COMMUNITY!!! by the HOA.)

Two Days Before Christmas My Hoa Hits Us With The News We Will Owe $3400 In Special Assessment Fees On Jan 1

Two Days Before Christmas My Hoa Hits Us With The News We Will Owe $3400 In Special Assessment Fees On Jan 1

As the title says, my HOA had a special assessment voted on to fix a roof and repave already fine roads. I voted no, but whatever. Each townhouse owes $17,000. We received an email on Dec 2nd that it was voted as approved and would either be $3400 yearly for five years or $17000 all at once. They sent this out Dec 23rd to clarify that unlike all other special assessments that increase the monthly HOA fee, the $3400 is due on the 1st.

To make matters worse, we are required to have ACH transactions and will be debited on the first. We also have to pay the usual $530 HOA fee by the 5th. We have owners on social security. I’m not sure how many people are cash rich that soon after Christmas but Jesus.

per state law (almost every state). there needs to be a minimum interval of 30 days between "billing date" and "due date". Any penalties (late fees, interest charges) need to be spelled out in a contract agreed to by both parties in advance of the offense.

I'd wait until 2am and then make so much noise putting out my rubbish. When the complaints rock in I'd explain that I was out and didn't get home until 2am. Not wanting to miss rubbish collection if I slept in I complied by putting my bins out after 6pm. This would continue on an ad hoc basis. Nothing like fighting petty with pettier.

for once I agree with the HOA on this one: 1.) before 6pm the trash is likely out in full sun, baking and getting super stinky 2.) more time for critters to rummage through it and spread it across the street, yards, etc. I don't have a HOA currently, but the same rules are enforced by our county

According to the note, trash can only go out after 6pm on the day before collection or before 8am on collection day. This makes no sense. I can understand them not wanting trash putting out too early, but why have a cut-off of 8am? Surely, as long as it's out in time for collection it doesn't matter even if they wait until the truck's on the street.

The problem with this one is that they are "forgetting" to apply the quorum rule first. I'm sure the bylaws state that a quorum must be established on any vote. That means that a minimum percentage of voters must have vote. It's usually pretty high. I think in my HOA its 75%. So by needing a majority of 600 votes, I'm assuming that there are 1200 units. So 34% of people voted? There is no way that the quorum requirement was met.

In Australia the goal is 3 minutes. Fresh clean water is not an infinite resource and water saving has been in place for decades. 5 minutes is plenty long enough to wash your body.

Plus if you live somewhere warm you can turn off the shower while you scrub your body. That's what I do in summer in the UK. These shower timers are a waste of plastic.

My dad was in the navy so we grew up with navy showers. water on, get wet, water off, soap up, water on, rinse off, water off. I still do that and I'm mid-winter in New York! Water conservation is a must, be it willingly or unwillingly, but it really needs to start with other excessive water usage: (from Google) "It takes roughly 20 gallons of water to make a pint of beer, as much as 132 gallons of water to make a 2-liter bottle of soda, and about 500 gallons, including water used to grow, dye and process the cotton, to make a pair of Levi's stonewashed jeans." vs "A typical 5-minute shower uses around 10 to 25 gallons of water"

I have waist-length hair, and it takes me much longer than 5 minutes to shampoo and rinse, + condition and rinse. After that, I have to wash the rest of my body. I'm usually in the shower for 10-20 minutes.

    Tree Stakes Not Aesthetically Pleasing

We had this young pecan tree planted two years ago and I had just removed the support ropes a few weeks back since the tree nursery advised it was ok now. Hoa Sent A $25 Fine For Yard Non-Compliance

Citing edging and mowing needed to be done. They came out the evening before our yard company came according to the time stamp. This is the same yard company that they pay to mow and care for our development shared areas. The company comes out twice monthly to do this for $40. The same company we used last year and never had a single warning about our yard. This was our third notice this year(two warnings then this fine)… they say second. The first picture they put with the notice was visibly needed, but the latest one? I think tf not. Needless to say I appealed that stuff. Waiting to hear back from them.

this isn't unreasonable, if it was legally adopted by the committee in an open meeting.

When Your Hoa Goes Above And Beyond

I'm not going to say they're specifically targeting us and harrssing us for every little thing as every notice and fine we've gotten this month has in no way been retaliatory for defending our rights to have campaign signs - rather I'm quite concerned about the competency of the grounds people who may get injured by striking a solar light in a 2ft stone planter on our driveway and the board's approach to minimizing the liability of the strata. Surely I'm just ignorant to the dangerous situation I've created for the contractors. Seems to me

People aren't allowed to express their political opinion? On their own property? Politics is so very important; it critically impacts all of our lives. We should be shouting from the rooftops.

    New Rule Restricting Dog Breeds

    New Rule Restricting Dog Breeds

My primary thought is that the proposed rule change targets the wrong end of the leash.

My secondary question is whether it's legally sound judgment to proceed without being compelled by HOA/common area insurance company?

My tertiary reaction is, if such a breed prohibition is legally sound, how does this affect resale of my property (assuming buyers don't know how to gut the rule of all meaning by circumventing through emotional support animal certification)?

The attached rule proposal is for our property is in the City of Los Angeles. I believe it was motivated by an owner-to-owner lawsuit that also implicated the HOA as it occurred in a common area walkway. The pit bull that attacked a small child has a well-established history of dangerous proclivities and its owners are reckless.

My guess is that the HOA Board is trying to get ahead of what they anticipate our insurer may ask, but I won't know until the January meeting.

I resisted posting because of all the arguments I saw for/against pit bulls that won't focus on the efficacy and legal prudence of pursuing such a rule, but I am too curious as to experience and feedback from the esteemed folks on this sub. Thank you in advance.

You can understand the motivation behind this, since a young child was attacked. However, wouldn't it be more effective to make it compulsory for dogs to be on leads outside of the home and to have rear gardens enclosed so a dog can't escape.

I find that it's the little dogs that draw more blood than the larger dogs. All dogs should be on leashes, and under control, whatever the breed. Pit bulls I have known are big ol' lap dogs.

Once again, I point to the studies that show that smaller breeds are more likely to be aggressive. Pitties, dobes, rotties, I've only ever know ones that are sweeties. Don't get me wrong. My service dog is a pomeranian, and a friend has the kindest chihuahua on the face of the planet. But the point is, too many breeds are thought to be nasty just because of their size or appearance.

According to the Americans with Disabilities Act, a Federal law, there is NO certification/documentation required for service dogs. And service dogs may be of ANY breed, regardless of other "dangerous" breed restrictions. And, very few of the breeds generally regarded by dangerous, really are.

My place also has birdfeeders banned because of rats and also avian flu. So not a totally wild rule, these one I understand. (I don't live in an HOA, btw. Townhouse with a condo group)

I can understand bird feeders. My neighbor in the trailer park I lived in once started feeding birds. Within a month, we had rats all over the place. One of them even gnawed a hole in the floor from the underside of a trailer. It was a nightmare getting them out, especially as the owner of the park didn't want to use traditional traps or poison as we had raccoons that would get the traps caught on their paws or eat the poisoned rats.

Per paragrah 2.13, HOAs are now forbidden because they attact Karens, which can lead to tyranical rules and moronic nit picking.
