The *exact* same combo - raw ground meat, raw onions, served on bread - is a normal food in Germany, just with pork instead of beef (its called "Mett"). So you could say this is beef tartare served the German way.

Dont do this with hamburger meat or pre-ground meats. Some beef is ok to eat medium rare compared to chicken because the Bactria tends to stay on the surface it meat, but not once grounded up. Pre-ground beef should be fully cooked or it will be a high risk of food posining, If you can, ground you own relatively intact frozen meat chunks yourself for a lesser risk.

that looks like steak tartare, thats pretty common and quite luxurious food. some folks like it, some dont, its usulay raw grinded meat mixed with spice, mustard, onion, pickkels, garlik etc, served with toasted bread

In the south of Chile they eat this but also with added lemon juice and it is called "Asado Aleman" or German Roast.

In Wisconsin, where there are a lot of people of German ancestry, it's pretty common. I've only tried it once, at a wedding late and drunk. It a ok then, but just can't stomach it now. The key is to grind it yourself, very fresh sirloin or apparently round streak. Around here they're known as cannibal sandwiches.

Ordinary German dish. Cheap version: pork, onions, seasoned. Expensive one: beef tartare, on its own, served with salt, pepper, onions, raw egg yolks... You name it. Accompanied by rye bread or toast as you choose. I didn't realise this was strange - you get it over here in restaurants or butchers or bakeries with takeaway.
