The handrail is carefully designed to look like a rope or something similar, but I'd bet a week's pay that's just the appearance, and it's actually wood or metal. (I could be wrong.) Still seems like it would be awkward or dangerous if you started to fall and needed to grab it.

You ascend and descend facing inward, just like you do on a standard painting ladder, for example. However, if it had been me building these I would have put a hand rail on both sides.
It's a 'step up' from a ladder and stoutly built also. p.s. there's lots of room for your toes just like on a ladder.

Nope. We went to the Cliffs of Gila in New Mexico, US. You had to climb ladders that were basically almost flat to the cliff. I managed to climb up, but had a panic attack trying to climb back down. Our friend, who was 6'2, basically shadowed me down the ladders, like, I was on the ladder and he had his arms around me all the way down.
One small correction: They are not "like" climbing a ladder, they are ladders. Actually ladders have an easier angle.

In a similar vein, if the stairs are too low, too narrow, or too high for the average person to comfortably climb, you’re needlessly increasing the risk of accidents.

Kids these days. Used to be commonplace (edit: as per the picture title ,it was called a gasometer) in pretty much every town, certainly in the UK, where they stored "town gas" which was standard from the late 19th century through until the 1960s/70s. The whole structure would move up or down to accommodate the gas, which was not pressurised, so the staircase needs to extend and contract as well. (The gas was produced from coal, leaving 'coke' as a by product, which was used as fuel in many household heating systems and even open fires, which I remember from my childhood years.) Looks like a converted structure. The tread angle and shape likely goes around or over pipes that can't be moved. The lower section is just an aesthetic choice, but without a photo looking up, we can't tell how wide the tread is on that lower portion, so it's likely this is perfectly fine, and a trick of the angle of the photo.

Load More Replies...Seen this one before. The explanation was the building was originally an over/under duplex, with separate apartments on each floor. When it was renovated to a single family house, the 90 degree turn in the stairs was removed, and the stairs rebuilt. The owners didn't want stairs just 'starting' and didn't want to extend the wall, so they did this to act as aesthetic shelves to hold plants and such.
Obviously, one person's aesthetic is another person's useless and ugly. I *like* strange places to put plants and books, but this is just weird.

Ugh, these are a design feature in cheap Southwestern Style homes built in the early 1980s. Yes, they are for showcasing plants, aquariums, Southwestern pots and hand crafts (think everything in terracotta, turquois, and sand colors). Some people turned it into a small play area for kids or a hang out "nook" filled with cushions. Never intended as stairs.

A Bit Of An Oddity
These stairs are located in an area adjacent to Stavanger bus and railway station. I'm sure I don't have to tell you that Stavanger is in Norway. Please note, there is an adjacent lift out of shot to the left which I believe was built around 20 years ago. You can see the issue.
The lower staircase in stone has steps for pushing a stroller or buggy. But the upper staircase does not have such steps. Please also note, I am aware that there are bolt holes in the upper stairway. So did the original stone staircase extend all the way to the top without a break? Whatever, why does the upper staircase in metal not have steps for pushing a stroller or buggy? This is really bugging me – no pun intended.
I have one working theory: they decided to replace the upper staircase with a metal staircase around the time they installed the lift. Someone said "bugger that" – we're not going to install steps on this new section because people can now use the lift. But what if the lift breaks down? I believe this is the first and last time I will ever use buggy, bugging and bugger in the same post.
