I'm sure she gets her emergency calls at work. Time spent without the workers being able to have their cell phones at the ready would be spent worrying about whatever is going on in their lives. They wouldn't be able to perform as well as they usually do having to wonder if things are ok. Myself I don't have any children but we have 14 cats that are our kids & if I needed contact with my vet or my husband I would want to be able to. She's dealing with adults who know the difference between right & wrong & she should trust that her workers would act appropriately during work hours. On the other hand there are people who think their phones are another appendage & rely on their phone way too much. I was around in the days when we only had a landline & we got on just fine without cell phones but I completely understand that in this world today it's very important for people to have their cell phones at the ready.
