My neighbor pours dirty water down to unlucky people's head because she's too lazy to climb downstair to deposit it in the bathroom like a decent person. Happens every few days and sooner or later this action's gonna bite her a**.
My friends once bought a house where they did this, down a hill. We are talking YEARS of trash. And then, there was the inside. A mound of clothes about 6 feet tall, 10 feet wide because we didn't do laundry...full of dead mice too.

I used to live next to a trailer park, and some jerks were doing that. We had chickens and some got sick from eating the garbage that blew into their pen. We all but called the cops on them.
I had a neighbor dump a bag of garbage over the fence info my yard once. I was glad when he moved. He was replaced by a family where the parent were always high, the kids (about 3 and 7 when they moved in) were always wandering around the neighborhood alone, and they built a gate into my backyard so the kids could walk through my yard to get to friends on our street instead of going around. It was their fence, but it was my damn yard, so I padlocked the gate and reported them for the drugs. They were native Americans and the tribe essentially told the city to go to hell, so they were allowed to keep doing drugs. Fast forward a few years and they got a pair of dangerous dogs that stuff under the fence and nearly hurt my kids multiple times. We had to pay to fix their fence! A few years later one day our yard (and others) was filled with DEA agents in full gear with automatic rifles catching someone trying to leave through the back window.
