I wonder if OP has ever walked alone in a dark street under one of the "best" street lamps and hoped for her life that the next lamp would be working and then the next and then the next...
I personally prefer to walk in the dark without any street lights or in very dim lights...because then my eyes are adjusted to the dark and it's much easier to spot someone hiding in the dark if there is no difference in lighting between the person and me. The regular street lamps basically just light my path and me and make me easy to spot while making everything outside the path harder to spot, which doesn't make me feel safe *at all*.

And other animals. Lacewings, moths, fireflies, scarab beetles, crickets, grasshoppers, ant lions, some flies and mosquitoes. All migration patterns that were governed by moonlight have been destroyed by house and street lighting. Even turtles, I've been told. Sports stadium lighting is also awful.

Bring it up to the branch staff to have it checked. Here's the Texas regulation for those of you in Texas. Texas Finance Code Sec. 59.307. STANDARDS FOR LIGHTING. The lighting must be at least: (1) 10 candlefoot power at the face of the unmanned teller machine and extending in an unobstructed direction outward five feet; (2) two candlefoot power within 50 feet from any unobstructed direction from the face of the machine, except as provided by Subdivision (3); (3) if the machine is located within 10 feet of the corner of a building and is generally accessible from the adjacent side, two candlefoot power along the first 40 unobstructed feet of the adjacent side of the building; and (4) two candlefoot power in the part of the defined parking area within 60 feet of the unmanned teller machine.
The street lamp in front of my house works about a third of the time.its been broken for years, I've reported it to no avail. My street, which is the main road into the city, has a blind curve, broken sidewalks and no sidewalk even at points. And there's deer coming through there after dark, as well as people walking, bus stops, etc. Its incredibly dangerous. We have regular, orange, downward facing street lamps.

I would settle for the "better" option or we would have to really trust the "best" ones to activate.
Progress isn't always good. Those that have to travel through questionable areas at night, they need to be lit up like a Christmas tree. So UNACCEPTABLE is my vote. Not everyone is wealthy. Safety of citizens is of utmost importance. Anything else is discriminating to the lower income segment of the population. Chances are it is their household help needs to live in these neighborhoods.
I went from very bright California to very dark Arizona and let me tell you I prefer very bright California! It sucks I can’t walk my dog once it gets dark unless I put on, you guessed it, lights to see it’s scary.
We’ve a lot of very important telescopes on the top of our tall mountain, so have always had very weak LPS street lamps. This past decade saw every lamp on our island switchover to LEDs, but they’re even dimmer than the old sodium. We’ve no air pollution and hardly any light pollution, which gives us amazing & unparalleled night skies.
I'm seeing more and more of the better type, from a few metres away it looks dark but when you're walking under them it is surprisingly well lit, without being bright.
These don't look like the street lamps I'm used to seeing in the US. Mostly I see the kind where the light is on an arm at the top of the pole and pointing down. I guess that makes the light disbursement similar to the "bad" one from this picture, but I'm not sure.
Best kind of street lamp is "off." The darkness hides you from the predators and doesn't screw with the moths and other critters.
This isn't an OP light preference, these are the current artificial lighting options. Stop down voting and propose alternatives.
Because there's no need to be lighting 'up' when the sidewalk is 'down'. Light pollution is a real and increasing problem affecting humans, wildlife and plants and restricting views of the night sky. A whole generation of children are growing up virtually unaware of the stars, constellations and planets.
