They're called leafhoppers (Or treehoppers), and are good little bugs. Don't bite in my experience and they get decent sizes (still small though)

I believe it's Bandinelliâs 'Hercules and Cacus' at the entrance to the Palazzo della Signoria in Florence, Italy. Baccio Bandinelli admired and competed with the older Michelangelo all his life but never escaped the great man's shadow. I don't mean to be a pedant, but I'm reasonably sure that isn't a fraser fir, as the fraser fir has needles arranged in a somewhat spiral pattern. This appears to be a variety of cedar, although from this angle I couldn't say what species.
