My friends had a dog with a hair-trigger temper, and even when they had him wear a dog vest emblazoned with "Don't pet me, I bite" people still tried to pet him.

That would depend on after work, they may have hours of love and fun, and during the day they are not alone !!!

Some dogs just aren't friendly enough to be let loose to wander, or it may not be safe. Looks like it has water there.

I do have a lot of beds and bankets for my dog. He always prefers to lie on the hard floor tiles.

From our eyes this looks cruel, but these pups may have it better than most in the city. Hard to say. When I have been in countries outside the US, the stray population some places appalled me. The few who have a consistent home and clean water and food are the lucky ones.

Doesn't seem safe to have several blankets scattered on the slick floor where people may be trying to walk and work. I love animals, but don't forget they are animals. They come from ancestors who knew nothing but being outside and laying on hard ground. They're not nearly as distressed about it as some people get.
