I manage a hotel and we do this. The reason behind it is hygienics. It would be wasteful and unpractical to throw out remaining s&p, wash the shakers and replace the s&p between each guest. I know it looks weird, but it's the best solution.

To accommodate patrons that can't actually sit cross-legged but still want the low table experience, these booths allow you to remove your shoes, step 'up' onto the 'floor' level and sit down, but then cheat by having a space for your legs beneath the table if you can't sit cross-legged for any length of time.
