Because some landlords include the utilities in your rent amount. I live in a popular tourist destination and many people rent out their house seasonally. Usually from May-October is a summer rental and is rented out at a premium, whereas in the remaining winter months the rent is much less. So with short term rentals it's much easier to keep all the utilities as they are, in the homeowner's name. I hope this helps to explain how something like this could happen, in any country whether normal or not.

In my state in the US, Landlords must itemize and prove EVERYTHING that they keep security deposits for, and it can't just be some random "cleaning", or "painting." They have to provide receipts from reputable companies with an established, and tracible work history. Furthermore, they have to show, down to the last red cent, everything they were charged for the various repairs, or cleaning. They are also legally required to return any excess (so say deposit is 1200, and their cleaning and repairs came to 200 dollars) to the former tenant. Failure to do so within the state specified timeframe of 15 days, the tenant can sue for actual and consequential damages or three months' rent, whichever is greater, plus court costs and attorney's fees. The landlord also forfeits the right to keep any portion of the deposit if they fail to provide an itemized list of deductions within 30 days.
When I rented in Oregon, got a move in document ststing sll the existing damage ( small chip in counter, etc ) When moving out two years later, they tried to charge us for several things on the list. Produced the move in list and they were upset. Guess most people lose theirs.

Grateful I live in Scotland where the landlords have a legal duty to pay any tenancy deposit they receive into an approved tenancy deposit scheme to protect deposits until they are due to be repaid. The landlord then has to apply to take any of the deposit and the tenant has the option to refute the claim. This meant the landlord tried to take £400 deposit off my and only succeeded in £50 which I was happy about in the grand scheme of things.

Many many years ago my boss and I were looking for a new place for our small company. We saw an apartment in a great location with, no exageration, an inch of dust. It's been in a brotherly dispute for about 10 years until tgings got settled out. And wenhad an arragement: $100 a minth for a year if we did the renovations. We made our calculations and it was way cheaper than renting another place. So we did it, and in a month had a new place. Deepncleaning took a week, then some renovations like the bathroom (was the biggest expense) Wall painting, floors scrubbing and voilá. After that she gave us a still good deal until we moved somewhere else. We Got a great deal and she got a fine space to rent for a bigger price afterwards. Win-win.
I got offered a place just like this to rent. Full of mould, absolute deeath trap.

Sadly this time next year I will be looking again as I took the £45pm hike this year because I had to move 3 times during covid and have just made my current room a really cool place. Apparently I got the smallest increase. Landlords don't realise housemates talk - the last one tried a £100pm hike (east hounslow!!) saying it was the price pre-covid. HMs got £20 - 30 each. Raised that with managing agent, said that's the way it is - would not allow me to speak directly to landlord. So f**k them. Walthamstow rocks.

I think times are always tough for one reason or another. At the moment it's very tough for young ones, so hard to get a job, hard to buy their own home. And it feels very unfair. Yet another one of these. Folks, not sure if you're aware, but this kind of 'investment' ad? It's not for a rental property. The name "Auction" should clue you in. It's a sale. The details are being presented as-is, with the expectation that a property investor will gut the building and remodel it. The fact that it's claiming it could make 530 in rent, is only after it's been remodeled.
That's how it works. The new owner has to put up all the capital to buy it, fix the leaks, get rid of the termites, repair the damage, replace the fixings and get it all up to a good standard, and then rents it out to make a return on that capital. Without that landlord, it either goes to an owner-occupier (so fewer properties to rent at higher prices) or it falls into disrepair, providing housing to no-one.

The direct cause of why the world is in this situation are policies that funnel money to the wealthy. When America had a strong economic system in place where corporations and the wealthy paid their fair share, the economy and society were thriving. Once Reagan got into office, he reversed that. Money was and is being redistributed towards the 1%. If the tax brackets were the way they were before Reagan, we would have no homeless, everyone would go to college affordably, healthcare would be so much better and cheaper, everyone could afford a house and a car, crime would be far lower, the minimum wage would be at least $35/hour, and so much more in the positive. But things only keep getting worse.
I don't rent, but I sympathise massively with those who do. Most landlords are just leeches. What other "investment" has guaranteed income? Most investments carry risk; the market can go up or down, yet landlords expect their investment to be risk-free. Mortgage rates go up? Rent goes up. It shouldn't work like that. You took a risk on the mortgage, and that risk should be yours alone. The property is still an investment, it's still going to appreciate in value over the long term.
I don't know what your experience of renting is or what country you are in but much of what you have said is simply untrue. I rent two properties out and I resent being called a leech by someone who knows nothing about me. I rent 2, two bedroom houses out for £750 per month each, that is more than the mortgage on those properties but not by much. As well as the mortgage I have to pay estate agent fees, building insurance and landlord insurance to cover things like boiler replacement, structural maintenance and emergency repairs. The income from my properties is almost zero at the moment due to the sharp rise in interest rates. Contrary to what you wrote, I cannot increase the rent I charge when interest rates increase, I can only increase the rent at the end of each tenancy period and I can only raise it in line with the rent increase of social housing, which is set by the current CPI rate of inflation.

One of my potential room mates was showing me around. When we came to my potential room, I found out that it was a mattress on the floor, in the hallway, behind a wall made of cardboard. They wanted a sizeable monthly rent for it.
