The old women's bathroom at the Alley Theatre had the opposite problem--very low walls....

My middle school bathroom was like this back in the early 90’s except the top was short too. the door was literally a foot and a half tall so standing in front of it it covered from below your chest to crotch or mid thigh. Everyone hated those bathrooms.

Maybe the installed the doors and the frame upside down?
