How to lower salt intake...

Great for someone with a sodium limited diet.

But then....How could you do the ole' prank-- where you unscrew the lid a little bit and the next person who uses it gets a plate full of salt :'(

What makes me even more uncomfortable is the inversion of salt and pepper: usually, you put more holes in the salt holder, that's how you recognize the difference in case of fancy design...

There could actually be reasons for this. Like, if you have kids that can't be trusted into a room but you wanted to be able to check in on them easily, you could leave the top one open. Or leave the middle one open to give the kids a place to play. Probably not really worth the trouble, though, I suppose.
