Raising the house above the flood stage is required by states and counties in order to receive permission to build in that area. The entire ground level is unoccupied so it can flood without damage to the main house. Looks like they are expecting very high flood waters because of the height. The little windows are likely over a tub or shower to provide light and maintain privacy in the primary bedroom. There is also likely a walk in closet next to the bathroom which does not need windows (to the left of the little trio of windows).

The installer insisted that this pattern is how it was supposed to be laid. They called me when the installer told them that they didn't buy enough flooring and said they needed another 500 square feet. Every drop from each board that was cut was laying in a pile in the front yard and it was about a quarter of the material that was originally purchased. When they questioned how he installed it, he told them they needed to get off of YouTube and he was the professional. I have seen people install flooring like this a few times and every time it was an uneducated installer that thought this was the correct way to install the flooring.

And besides the architect, there’s a slew of other things to worry about too—your plan has to have the right amount of detail (including structural engineering drawings, survey plans and utilities logistics), having your finances properly sorted so that there's a budget to begin with, selecting the right builder, doing your research and all that jazz.

I Think We Messed Up
My previous house was built in 1940. It had a door in the kitchen - the door opened to the left, against a wall. You went down 4 steps to a 3x3 landing; to the right the stairs continued to the basement; forward was a glass storm door that opened outwards into the garage. I lived there 15y with no problems with this design. When I sold it, code said there must be a regular door into the garage (fire door). The realtor hired someone to replace the glass storm door with a fireproof door. It was the stupidest thing I ever saw. They had the fire door open inwards to the right (the solid wall), and open to the basement stairs. So to get in the house, you opened that door, stepped down a couple basement steps, closed the door, step back up to the landing, open the kitchen door, and go up the 4 steps to the kitchen. (You couldn't open the kitchen and garage door at the same time or they blocked the landing.) If it was dark and you weren't careful, you'd fall down the basement stairs.
I've been in a lot of houses with essentially this same setup. It's always because the room to the right has been made out of an attic. There is literally no other way to get access because of the roof slopes, but it's terrifying for someone like me with serious balance problems.
Needless to say, it helps to get all the help you can get. Otherwise, you might end up with a door in the middle of your staircase… or a staircase that doubles as a Home Alone trap… or a house that’s out to get you because of all the architectural nonsense you’ve let yourself get carried away with.

But my door apparently isn't a standard size, so I can't just buy a new door, I would need to have it custom made which is hella expensive. I ended up just replacing the glass panel with a wooden panel and painted it in a cool way.

They probably live in a flood zone, houses have to be on stilts to be insured if that's the case. The ground floor is made with panels that will blow out if water rushes through to save the rest of the house. Downstairs is probably like a raised basement because the water table is too high there. They wanted a wall instead of a door there, but made it so that their decision can be easily reversed. A smart move in an old house if you ask me. Could also be conserved, so you are not allowed to make permanent changes to the layout or structure.

A friend bought a 100+ year old adobe in New Mexico, USA. They wanted to close off the door of a room and move it to a different wall so the layout would work better. They discovered an old walled-off door similar to this right where they were going to move it to. Idr the circumstances of the others but I think they found three walled-in doors total. One reason for buried doors is that people often built one room that was their entire house, then added rooms one at a time as they were able. Sometimes rooms' roles would change when this happened. In my friend's house it looks like three different rooms took a turn containing the front door, including the current one.
That is where they kept that embarrassingfamily member no one was supposed to know about.
