It's called 'reverse graffiti'. Believed to have begun in Brazil it is now used for advertising cleaning products in the US. Look up "reverse graffiti images". There's hundreds, some quite elaborate. The local governments hate it because it doesn't fit their technical definition of graffiti and even worse, it shows what a s****y job they do keeping stuff clean.

Can turn it back looking new again by using hydrogen peroxide (like ÂŁ1 at any chemists.. sometimes even cheaper!) cover the yellowed areas in it and wrap it in cling film and place in the sun all day. brings SNES's and PS1's up like new!!!!!!! (tip I learnt from an old Retro gamer that used to come into my P**n store) ;)
