We could hear it, but couldn't see it. She got to looking around online, and someone suggested going on YouTube, finding a recording of a mother cat calling her kittens, and play it near the car. It worked like a charm. The kitten came right out.
I gotta say I'm surprised by the number of cats being found inside cars. Also bunnies.
It's said that cats like to get onto a warm engine in cold weather.

When I see certain images.... You don't have compulsory technical inspection in the USA?
There are no compulsory annual inspections in my country either. If a car is taken to be serviced, or have tyres changed, and in the opinion of the mechanic, the car is not road-legal then the car can not be driven away. It must either be fixed, or a tow truck called to remove it. If the car is on the roads, it must be road-legal.
