It's probably locked waiting for a plumber to unclog the line. You don't want someone using the toilet KNOWING it won't flush when they're done. It's not punishment. It's preventing a bigger problem.

Pretty sure that's an OSHA violation. You can't deny your workers/students the right to the bathroom.
in the San Francisco public library somebody was doing drugs in the bathroom. some idiot's idea of dealing with this was to hang the stall doors wrong so everybody can see in the stall all the time. FAIL
Unfortunately the usual response from administrations who establish ZT/LCD (Zero Tolerance/Lowest Common Denominator) policies so they don't need to think.
Could've used that idea at my high school. They locked the bathrooms during class periods to keep students from smoking in them, and the teachers assigned to unlock them for passing periods were usually busy. So only the restrooms in the front hall that didn't have doors were reliably accessible. And then somebody smoking in them started a fire and they were closed for repair.
every toilet. paper towels are made of different kind of paper than toilet paper, so it clogs instead of dissolving, especially when there's a lot of it.
