Those are Omni Flexible Irrigation Pipes that first appeared in the 1950s. Somebody at some toy company saw his kid playing with one and decided it would make a good marketing ploy. What they are actually used for is to place one end in the raised canal, and the other end in your field's furrow. The water pressure of the canal forces water through the pipe, into your field or garden. The one end is smaller so that many of these pipes can fit together. I saw one of these today in our grocery store. It was all pulled out so I swung it around, the whistling noise really sucks (you can't kill 5 mins). So I pushed it back together and set it down. It was alone. I saw no others.
Do they make noise when you extend them and whip them around? If so, they are a musical instrument.
Sell them but donate the money to a charity. At least there is an incentive for people to buy. You can change the charity on a regular basis to cover a diversity of charities.

As they are sent free maybe they should give them away FREE that would get rid of them, why charge $1.95 for something you are given free and don't even know what they are.
