They key wording is without consent. The children were being routinely medicated for non emergent reasons. None of the children were diagnosed by a physician with any disease requiring medicating, it was simply to create a more docile environment in the detention facility.

Interestingly that difference is almost exactly the same as difference between honesty and dishonesty. Topiramate is not a medicine that can be used acutely as chemical restraints.
