Well, the rest of the neighbours should park around and behind him, so that he can't move his car. And keep his car "locked" for a whole day. It's not illegal, you don't need to even touch his car, and he'll learn a valuable lesson. If he doesn't learn, next time it's two days.
I would pull in parallel beside him so he could not open his driver's side door.
Do a lot of birds nest in those trees? Maybe give them a little extra food (spread some bird-seed around/on top of their car when they’re not watching) & watch their cars get heavily crapped on. You could also leave out some blackberries & watch their car get a new shade of purple, LOL. 🤣

I would call the cops or local council because it's at least a council infringement if not illegal.
I think it can be towed. Contact the authority who owns the car park and let them know. Alternatively, wait until they both are out and return the favour by parking 2 cars there and discuss it with the neighbours about putting their cars there when you have to go out

Here's what you need to go buy. It's called a schrader valve wrench. You can get them in every auto parts store for 5 bucks or so. No damage, but a whole lot of not moving.
I've heard that cats and dogs actually like to c**p on the roofs of cars parked like that.
Get a motorcycle or scooter and park it in what's left of the spot on the left. Get pics of your bike and their car in the spot. if they hit it while moving their car, If they hit your bike, take the photos to management, or better just take legal action and make their insurance pay.

Since he's under the trees, spread a bunch of bird seeds all over. Get a big bag and just keep feeding the birds. Both of their cars will be covered in so much bird s**t, they'll never park there again. Jerk. Sometimes I have to park like this in parking lots if no accessible spaces are available, in order to deploy my wheelchair ramp, but I would NEVER do something as crude as this.
I would go pick some tree with purple berries & toss them up into this tree above their car. The birds will show & poop purple all over their car.
That car can't weigh that much. Get a couple friends and move it to one spot. He'll be like what has happened. Then when he goes back inside light it on fire.
Another thought. Get several large, strong people and physically fit people and move the car. To a bright, sunny spot.
I’d populate that tree with birds that 💩 a lot, and hang a well-stocked birdfeeder from one of the branches. I’d prolly also augment the 💩 with stuff I’d scraped off somewhere with a lot of it, though I wouldn’t mix any cyanoacrylate with it because that’d be too much.
And I take it you don't have access to any sharp objects, right? Cause that would end the problem.
Is there an HOA or Front office you can complain to? Jam or p peanut butter on the handle? Cotton candy on the windshield. Rocks around the car. Tacky sunglasses with a little note encouraging them to enjoying the sunshine a bit more.

Writing on cars with lipstick doesn't ruin the paint and is a pain in the a*s to clean off. Perhaps a polite note left would work.
Report it, confront the neighbor, use whatever legal means to stop it. But vandalism is not the answer, I can't believe how many people are suggesting that.

Why are so many people such doormats when it comes to illegally parked cars? I politely asked a neighbors friend to not park in my assigned spot. Next time I TOLD her to not park there again. 3rd time I had her towed & somehow I was the jerk. It was over $250 to get her car back. Oh f*cking well. Learned a lesson yet?
For everyone with neighbors with camera issues. Go to the dollar store buy some laser pointers, batteries, and tape. Point the lasers directly at the camera lens and tape the button down then tape it in place, change batteries as needed, it will burn out the image sensors.
The crazy thing is that police get so much hate but 90% of these things have responses recommending to call the police? So everyone hates the police until they need them?
I've been saying that for YEARS Susan. Everyone hates and wants to defund the police until something happens and they need them or they b***h about how long it takes them to respond, then they can't call 911 fast enough.
