Designed to reduced the gradient of the ramp. Ramps for self propelling wheelchair users need to be at least 1:16 and for ambulatory ramps at least 1:12 (at least they were when I was ordering them 25 years ago in the UK.)

I don't think you can rotate the toilet here. I'm sort of guessing, but it looks to me like where the drain is would put the side of the toilet into the wall if you tried to mount it parallel to the wall. The only way to fix this one is to re-plumb the drain.
