Because people don't find it necessary to be that specific. If you ask for the time, most would respond with "almost 8:30"

My father started it when I was a child, and we have used thirds, like two-thirds of nine for 8:40. Of course, it only makes sense when using a watch with a dial and hands, and the amount of time is a segment of a circle. That's my kind of watch and a habit to visualise time.
