Yes and no. As you are implying it's a two way thing. I think the this strip is more about that you can't just sit and wait for others to initiate so it's better for you yourself to initiate, but also as you state if the others are up for a real friendship they return it in kind.

There are types of people who are leaders, who are initiators, it's natural to them; and there are others who are followers, but that doesn't mean they are less of a friend.

Investing in friendships isn't as simple as investing time in a hobby. People have lives. Some of them not great if you're not in a position to help them look after their mum, dad, disabled siblings and you wait for them to text you then it is your lack of investment I'm the friendship not theirs. You have to be more available for them. Sometimes at the sacrifice of a life elsewhere. It's people who have made these investments in friends that get put down by media because to look after family and friends who are ill for no money takes time and care that others see as slacking off paid work that pays taxes. Next time someone who looks snowed under with family ills remember they've already paid their taxes by being a free full time carer for their parents or siblings.

Boy, wouldn't it be terrible if they were the type of friend that figured you were busy and were respecting your space? Then you would have been punishing them all this time for being considerate. Or busy. Or socially awkward. Either way, people shouldn't secretly test their friends. If you need them to prove to you that they are your friend in order to be your friend, you aren't a very good friend.
