Okay, which number from one to ninety-nine has a "J" in it. As far as I know, no numbers spelled out in English include the letter J.
Both J and A are missing from the numbers, so the question is faulty

It was invented as a breath mint as per the explanation. Breath mints *can* be used as substitutes but they can equally be used to mask the smell of smokers' breath. Inventing a breath mint is not the same thing as inventing a smoking substitute.
