Mr. Bean generally doesn't talk, just sort of bumbles around a scene making noises that pantomime talking, and is often clumsy (thus the "Hmm, hrrm, *crash*" bit). The punchline is a nod to people who listen to podcast hosts with extreme opinions who get "swayed" into repeating the things they say and start to warp their personalities to mirror them. The absurd part is that Mr. Bean isn't really saying anything period.

Ziggy was a comic strip way back in the day (that's who that character is) that generally had an unbridled positive personality no matter the circumstances surrounding him, so the absurdity here is the lead up on something viscerally gross happening before the end panel.
