In my city these green ones are public electrical ones. I'm guessing the person lives near and waits for someone with GPS desperately trying to find this scooter to bring it for recharge or repair. I'm not fan of that, it's public, little bit of decency, it's for everyone not just you...

When my city first got them, some people delighted in leaving them in a way that was either inaccessible or obstructed things. People were destroying them and throwing them in creeks. The novelty of that seems to have died down, though. I had someone leave one in my driveway once, so I had to move it to get in or out. A few feet in either direction it would've been totally out of the way. Apparently it amused them in some way to inconvenience a random stranger. It's not like they were coming to my house, so they went out of their way to do that.

It is a Baja Rally-style truck. I couldn't say if they actually race it. But in those races, if you have a blow out you need a full size spare and it is easier to access there.
