Many anime characters have Caucasian features. Naruto is one of them. You don't default them to asian just because it takes place in Japan any more than you would default a Japanese American to white if a story took place in America.

But is he Asian? First, Naruto doesn't take place on Earth, so all the ethnicities and nationalities that we're accustomed to don't exist. Secondly, how many Asians have naturally occurring blonde hair and blue eyes?

Well apparently Naruto isn't drawn Asian because Asians typically don't have blonde hair and blue eyes. Not naturally anyways.
