While we may not know much about the artist themselves, we can attempt to dissect their characters to understand why they are effective. In this instance, we can't see an entire spectrum of the character's personality from a single image; however, Rinotuna does a great job at defining distinctive features that let us see whether this character is more on the quirky, funny side, or rather stoic, thus giving them a unique personality.
Yes, I believe that the artist was referencing traditional Japanese Yakuza tattoos. Many hot springs in Japan prohibit you to enter if you have a tattoos as tattoos are often associated with the Yakuza. I have a feeling that the younger generations will change this though.

I love how they also hide their artist's signature (tiny tuna) in most of their art pieces.
Furthermore, Rinotuna incorporates a lot of details, and the more closely you examine the image, the more complex both the character and the situation appear. What's most remarkable is that each reference image appears to be infused with new life and a completely new meaning.

Ngl, I think I really like this one. I like how her robe (?) is the colour of the angler fish, and using the angler fish skeleton as a broom, and the light as a staff were brilliant ideas. I also like that she has sharpened fangs/teeth, to replicate the sharp teeth of the angler fish. I love these little pieces of detail.
