What Does This Sign Mean?
The point of signs like that is to let people know that there's nothing wrong. A signpost pole which *used* to have a sign on it will be reported by kind-hearted folk wanting to get it fixed, because obviously someone or some thing has removed the important bit. I know a bit of motorway where they've permanently stopped turning on the street lights, and they've got signs up saying 'Street lighting not in use' for pretty much exactly that reason.
