    "The “Meggie” is a uniquely Trinidadian gesture—part mischief, part mockery, all cultural flair. From schoolyards to workplaces, this playful hand signal has become a staple of Trinbagonian expression." (From triniinxisle.com) Apparently it's a mocking gesture that roughly translates to "fooled you!", "gotcha" or even "in your face!".
