Many anime characters have Caucasian features. Naruto is one of them. You don't default them to asian just because it takes place in Japan any more than you would default a Japanese American to white if a story took place in America.

This is good! His lip says he’s happy, proud and a bit mischievous and he has piercing eyes. But, maybe if they were a little more blue. Um, kinda like a buff Santa Claus??
