The plant I worked at had exactly this. Surrounded by a dense wood for some eco balance and noise damper. There is a gate which prevents the public walking into the plant by accident. In case of an emergency the gate was opened with security staff checking who entered. The emergency could be too the main road being closed due to accidents, so employees could still be on time by using this gate. I simple words: Non-factory related traffic has to stay out, and everybody on the road not related to the factory has to expect to be run over by emergency services and/or employees
